Okay, here's how I translate the current situation:
The Illuminar is a US Navy ship sitting in Havana harbor, serving as the base for a US diplomatic mission. And then this crazy crew member asks if he can burrow the ship's Rigid Hull Inflatable Boat (the one that basically screams US Navy) to sail to Mexico City to go get his abandoned, runaway daughter.
What kind of Captain would approve that trip ? Knowing it could cause a major diplomatic incident with both Mexico and Cuba ? And what would the Pentagon do to such a Captain ?

(*Curses mail for sending message while he wasn't done* Starting 2.1... and yes, I know that the US Navy is (largely) run from the Navy Yard, but let's stay on track....)
Fortunately, our crazy crew member knows a guy who knows about this (rust bucket of a) ship that pirates, smuggles and is generally a nuisance to navies all-round. And because said ship was build in Cuba, the Cubans are getting blamed by basically...well, everybody.
So, with a bit of help of some Cuban friends (@Frank: Rox). Mr. C is hoping to create some paperwork that proves that the Cubans came to their backdoor and kindly asked...
"This boat is ruining our reputation, can you please deal with it ? Because if we go after it, they won't believe us being honest in a thousand years. And half of them won't even allow us into their waters."
(The story is then that) They successfully managed to deal with this ship in Mexican water. Mexico gets the crew to throw in jail, Cuba gets the ship back and the US gets to score diplomatic points with both countries. This keeps the Pentagon off the crew's back and allows Mr. C to go get his daughter.
Thoughts ?
