(Qo'nos- High Council Hall - Chancellor's Hall - Chancellor Morek- 0900)
Chancellor Morek was but the latest to have taken the Rite of Succession
and stepped forward to leadership of the Council some thirteen years ago in
Federation Standard time. Morek like a forerunner of his who will not be
named here had been a long time outsider who rose to the pinnacle of the
Empire through sheer tenacity and drive. And like the other he had made his
mark upon obtaining his office.
The thlingen had been largely rudderless for some two decades while
seemingly the entirety of the alpha quadrant was struck by catastrophe
following the war with the Dominion. In that conflict Kling had stood with
both the Federation and Romulan Star Empire against the tremendous horde
that had been unleashed through the wormhole to the Gamma quadrant. All
fleets involved had been devastated including their own prior to the final
victory.
And what had happened since? The Romulan Star Empire had been gutted by the
super nova which had obliterated its homeworld and leadership. It was now
fractured with many worlds cast adrift and a number of loose alliances that
had formed.
The Federation had withdrawn from the frontiers, abandoning many of its own
in the retreat to Isolation following its civil war.
And the thlingen ... had been too weak to take advantage.
For two decades Kling had rebuilt its forces with an eye to expansion while
its warriors cried for blood. Morek had been one of those. He had risen
within his house by rite of both conquest and challenge until the time of
the Rite of Succession where he had killed Kajel, son of Najel in one of
the most lopsided contests since the ascension of Martok who was installed
into the Chancellorship, not by his own hand but through the death of
Gowron at the hands of Worf.
Morek was not only skilled but cunning and through the gauntlet thrown down
by him before the Council they had been spurred to action. The Kitomer
Accords having been reinstated some seventy years before it was time for
Kling to turn its attention to Romulan space and expand. To Duras he issued
this challenge, be his hunters, lead the other houses deep into Romulan
space and in turn their honor would once again be noted and they would have
a seat on the council.
In this then the Empire had once again been growing both in strength and in
territory. Duras had regained its seat, the major houses were once again
flourishing and the military might of the Empire was once again waxing.
Surely then Morek should be satisfied, sated with his victories in worlds
conquered territory achieved.... Wrong!
Because there had been a thorn in his side that refused staunchly to be
removed and now threatened to grow until it crushed the breath from him.
He stomped to the star map and growled ferociously as he narrowed his eyes
at the region controlled by the fledgling Romulan Republic. Outside of
their borders they had set up an intricate web of minefields while within
they feverishly prepared for the war that would inevitably come. It was the
equivalent of a staunch castle attempting to stand fast against a horde of
invaders that would eventually be their ruin.
But this wasn't his biggest concern, kling would inevitably win through and
overpower them, no it was the overtures they had been making behind the
scenes that raised his ire and threatened the peace of the entire quadrant.
He spun from the holo-map.
"Gerk call a meeting of the Council."
The warrior stepped through the open door.
"And what reason shall I give them Chancellor?"
"War!" He spat. "War is looming and we must plan."
