The reply had come from StarFleet Command and he had reviewed the document.
After a moment of contemplation and acquiring the needed accouterments he
engaged the comm button. "Ensign T'Mur to the Ready Room."

(Reply: T'Mur)

After she had entered he gestured her to the chair on the other side of the
desk. "Sit please." He waited until she had settled into the chair before
placing his arms on the desktop with his fingers intermeshed and leaned
forward slightly. "Ensign I have come to the decision of splitting Security
and making a Tactical branch. This was not done without due consideration
but I find your skills to be of more logical use on the bridge. Of course I
expect the Tactical Department to supplement Security when the occasion is
necessitated."

(Reply: T'Mur)

He pulled a small black box from a drawer of the desk and stood up. "Ensign
T'Mur you are hereby promoted to Ensign senior grade and Chief of Tactical.
Please step forward."

(Reply: T'Mur)

He removed the empty pip from her collar and replaced it with the full pip.
"Congratulations Ensign. Your promotion has already been logged with
StarFleet Command."
