(USS Exeter –Holodeck observation room- SOPS/3O Cmdr Tyrek Na’Rel - 1523)





"About this drill?" She asked.



" Well you offered a rebuttal to my observation. Through dissection of your
analysis I could piece together your perspective, but I'm sure an
observation not structured in a rebuttal would be more informative." Tyrek
replied



"Ok, I'm glad Ire's doing this. It gives his team a chance to work under
his leadership, which is different from their previous Chief, Ravok. That
isn't something you want to do during an emergency. They're coming up with
their own techniques. While not necessarily by the book..." Keira looked at
the screen with a discerning eye, "they gassed them, nice!"



" When in doubt, choke them out." Tyrek laughed.



"They aren't doing things by the book, but in some ways that's a good
thing." Keira said.



" I thought Starfleet preferred the ' By the book' approach. It's the safer
alternative." Tyrek remarked.



"Well, Starfleet is not for everyone. We've gone against what we'll call
disgruntled former officers. They know Starfleet and all her SOPs just as
well as we do, sometimes better, and if they know our book, it's time to
throw that book away. I'm sure you're familiar with the Romulan proverb: If
your enemy knows where you are, don't be there."



" So you suggest a new format entirely. Never trust calm waters, a storm is
never far off. Tyrek responded to her.



"I'm not being too  under-critical, am I?" Keira asked.



" Not at all Commander. You suggest change to the system. In order to
overcome any set of circumstances one must be willing to change. Empires
fall faster than they rise. Complacency is a disease that thrives among the
mighty. " He remarked as felt his mini padd vibrate in his pocket. Tyrek
pulled it out and looked at it.

" Well that's surprising. " He mumbled to himself.

With hesitation he said.

" A third reported homicide on earth just hit the news circuit. Three in
twenty-four hours. The reporters on earth are having a time with this." He
remarked as he looked at the news report.

" Identity of the third victim hasn't been released, but sources close to
the victim say she was a former Cadet at the academy who dropped out in
2443. "
