(USS Illuminar - Deck 2 - COps Office - a1/O CMDR Dieter Gregory - 1800)
In addition to everything else going on these past few days, Gregory had
completed his preliminary investigation into the death of Crewman Joy
Chinlo. He didn’t like this part of the job, but the record required
it, and the recommendations. Of course, the Captain would make the final
decision as to how to proceed.
“Computer, begin recording,” he said. “Stardate 2446.05.02, acting
first officer Dieter Gregory recording. This is in pursuit to the death
of Crewman Joy Chinlo on stardate 2446.04.28. This represents the
preliminary finding of facts and recommendations for actions against
those concerned,”
He sipped his tea, “On Stardate 2446.04.28, members of the Illuminar
security forces were beamed to the planet Qo’nos to protect the Captain
and ambassadors during the negotiations with the Klingons. At one point
around 1300 hours or so, Ensign Kelly Long was put in charge of a small
group of security officers stationed outside of the entrance to the
rooms that the Ambassaors and Captain were in. In addition to Ensign
Long, the detail included chief petty officers P’Rah and Hercules
Devers, as well as Crewman Joy Chinlo. “
“During a patrol in the area, Ensign Long reported smelling an unusual
odor, which she associated with a fuel used by some races. It was not
smelled near the quarters and no additional investigation was
performed. Later on that day, CPO P’Rah reported hearing unusual
sounds, as if someone or something was attempting to approach the area
by stealth.”
“At this point Ensign Long ordered Crewman Chinlo and CPO P’Rah to
follow her into the ventilation shafts near the building. CPO Devers
remained behind as the sole guard. In the course of their search,
Ensign Long got separated from the other two, and ordered Crewman Chinlo
to report back to Commander T’Mur, while CPO P’Rah was to continue the
search with Ensign Long.”
“Eventually, CPO P’Rah discovered Crewman Chinlo’s body. She had been
struck by some bladed weapon in the jugular and bled out almost
instantly. See attached autopsy report from Dr. Agnes Vanderstein for
details. Also attached are the statements by CPO P’Rah and Devers.”
He paused again, here came the difficult part. “Based on a review of
the information, it is clear that if Ensign Long had not lead the
expedition to explore the vents, Crewman Chinlo would be alive today.
Ensign Long acted recklessly, and without direct orders from her
superior. Nor did she report to her superior her concerns or request
additional support. In so doing, she left her post, placing the lives
of those she was there to protect in jeopardy.”
“This points to a failure of command to properly train Ms. Long in
proper protocols and procedures. A copy of this report will be
forwarded to Star Fleet Academy as a reminder that nothing too small
should be overlooked during the academy years.”
“It should also be noted that there is a strong tradition of chief petty
officers taking junior officers under their wing, so to speak, to help
them navigate the whole command structure. By not advising, or
suggesting to Ensign Long patience and to contact the commander on site,
both CPO P’Rah and Devers have some complicity in the death of Crewman
Chinlo.”
“It is therefore recommended that an Article 15 hearing for CPO P’Rah
and Devers be convened at the earliest possible convenience of the
Captain to have them answer these charges and if found guilty to be
punished according with the uniformed code. Additionally, it is
recommended a letter of reprimand be placed in their personal files
regarding this situation.”
Gregory paused, the easy one was done. “Based on the data from the
preliminary investigation, it is clear that the unauthorized actions of
Ensign Long were the direct cause of Crewman Chinlo’s death. Therefore,
it is recommended that Ensign Long be charged under the uniformed code
with dereliction of duty, abandoning her post and failure to follow
orders. Additional charges may be proffered if additional information
is discovered in the formal investigation.”
“Finally, it is recommended that a full review of the USS Illuminar
Security department be performed and additional training undertaken to
ensure everyone has a fundamental grasp of the regulations and
expectations of Star Fleet security personnel. Let me emphasize that
this does not reflect on Commander T’Mur, rather that the security
department has not had consistent leadership since launch.”
