Captain Sekal and Dr. Riven Mias — 0930)

The Vulcan, Sybal was one of the members in his mother's retinue and Sekal
was well acquainted with him. T'Prel was also not at this briefing, having
been in deep discussions on another matter. The diplomat wasn't tall at
less than six feet in height and had short, dark brown hair. He mounted the
steps as the Commodore stepped down.

 Turning at the podium and looking across those watching he paused only for
an instant before beginning. "This will be the first part of my
presentation and will cover the Romulan Republic. While they are not yet
major players they are at the foundation of what this briefing will cover.
Computer localize Romulan Republic space."

The viewscreen blurred for an instant as it focused on the required
subject. Sybal's voice was well modulated and even which was in direct
opposition to the Commodore's rising and falling inflection. Quite normal
and expected.

"The Romulan Republic comprises twelve worlds and some two point five
billion inhabitants both Romulan and Reman. Politically it is in direct
opposition to the former Star Empire as it is Democratic in nature. It was
founded by largely pro-unification elements. For those not familiar those
elements are in favor of integration into the Surak inspired discipline of
logic and pacifism. The Republic is then pacifist in nature and maintains a
fleet and defensive perimeter strictly for its own protection. The
Admirality and diplomatic corp have received communications from the
government and are in process of considering sending a ship for a direct,
face-to-face meeting."

He then folded his arms before him.

"There is expected to be fallout and I will yield the floor to Admiral
Haynes from Fleet Tactical to speak of this."

The diplomat stepped aside while Jack ascended and turned to face the
audience. His voice was deep with a firm tone.

"I won't sugarcoat this. Intelligence operatives believe they have evidence
that the Klingon Empire has intercepted some of these communications and
that isn't good for us at this early stage. Computer display the second
screen again."

He checked to make sure it was up then returned his attention to the room.
"The Klingon Empire has rearmed and restored its numbers since the Dominion
war with over two thousand fighting ships and while the Fleet is once again
expanding we are a little over half that number which is predominantly made
up of older ships of the line with phaser Type X. The Klingon disruptor
cannons would penetrate their shields with devastating consequences and our
weaponry would not be nearly as effective. We are constructing ships from
Utopia Planitia as all are well aware and it is taking time to bring the
other shipyards back online. Illuminar and Exeter class construction are
winding down and we have had some frigates rolling out with some more
advanced fighting vessels under construction. But of more concern at this
time are crews to man them and we are training them as fast as we can.

Since the Kittomer Accords were reinstated we have been at peace with the
Empire but that has been strained because of the efforts to evacuate those
in their path of advancement and possibility of a treaty with the Romulan
Republic may push things over the edge. And the tension wasn't helped by a
recent clash between one of our ships and a scout group of theirs within
Romulan space."

Jack paused to take a breath, this presentation couldn't be cut short as it
was very important.

"In an effort to head off further hostilities it has been decided to send
an envoy to Qo'nos to clear the air and while we are optimistic we are also
realistic which is why we are sending one of our best armed and shielded
ships. It could enflame tensions further since that ship was involved in
the clash but sending a flotilla is out of the question and any ship sent
has to be well armed and protected. Due to this Illuminar itself will be
carrying out the mission and will be carrying several personnel from the
diplomatic corps as well as Doctor Mias."

He looked around. "Any questions on this?"

He shrugged as none were forthcoming. "I don't need to tell anyone that war
with the Klingons would be catastrophic, it will take time to return to
parity which has been our mission since the return to exploration was taken
up. Now is the time to head it off and we've got to take the chance. This
mission presents great hazards but a lot is riding on it. Minister Sybal
will conclude the briefing."

Jack then stepped down smartly and returned to his seat.

Minister Sybal returned to the center of the dais.

"The Klingons are a hawkish, highly emotional race of warriors as everyone
knows and talks are expected to be difficult which is why I expect Doctor
Mias to be of assistance in dealing with them. I and three of my colleagues
are in the delegation with Ambassador MacKenzie leading. The Federation is
approaching this with great seriousness and it is anticipated they are
going to be extremely defensive considering their position on the galactic
rim and might consider this as an attempt to limit the expanse of their
sovereign territory. I expect full cooperation with the command crew as we
deal with the matter."

His eyes caught Sekal's who nodded.

"The mission will commence in two weeks. The Klingon high command has
already been informed of our intent and agreed to a meeting however the
tone of that acceptance was not promising.

That ends the briefing for now, the next fourteen days have been set aside
for preparations and logistics as well as last minute additions to the
agenda.

Your presence and attention has been noted and appreciated."

Sekal stood to his feet with the rest, the briefing had consumed an hour
and twenty eight minutes and there were other meetings to attend, today did
not promise to end quickly.
