(USS Exeter - Counseling Center- ACFO, LT. JG Ronnie Winters - 0222)

"If you leave this office in such a state there is no way I can in good
conscience allow you to return to full duty. Again let me reiterate. I have
never said that any of this is your fault, nor have I implied such, and
what I meant about not being the one to care for your secrets is that trust
takes time to develop I would not expect you to trust me anything you felt
needed a degree of secrecy because we don't have that kind of relationship.
Now what is spoken here is kept as part of your medical record and is
classified as such and can only be accessed by you and other medical
personnel when it is deemed pertinent. I know what my job entails, and I
will make sure it is done appropriately."

Ronnie sat and didn't say anything. She wanted to tell Victoria that she
was underestimating Ronnie's ability to trust and her trust for counselors,
but at the same time she also wasn't too pleased with the approach that
Victoria was taking. ~Should have gone to Roberts.~ Ronnie felt she was
being heard but not listened to. It was a mixed bag,

"I only asked because you seem to have a want to place blame, either on
myself, or on Dr. Vespers." She locked her eyes on hers. "If you can not
accept your own actions that lead to this and accept the responsibility
that is yours and stop placing blame you will never properly heal, much
less be able to accurately process your emotions, or be able to be a
functional member of this crew. Am I understood." Until now Victoria was
more than willing to let Ronnie control the flow of the session but it had
run its course. Her voice had taken on a harsh tone of finality. Victoria
didn't like making such moves; she understood when it was needed, but that
didn't mean she liked to use them. "As I said, I am not here to hold your
hand and tell you that everything will be ok and put a bandaid on whatever
emotional hurt you have. My job is to determine if you are fit for duty and
identify any mental conditions that need to be addressed by medical. Right
now I don't see where you are fit for duty. Right now you are an emotional
wreck, and I will not force you to stay here. But if you choose to leave I
will have you removed from the active roster till you've had the time to
calm down and be re-evaluated by myself or another member of my staff. I am
not doing this to be mean or that I have anything personal against you."

Ronnie ran through loopholes and regulations in her head. She took a deep
breath and then spoke. "I've told you already I'm not blaming anyone. Shit
happens, and sometimes you need a safe place to vent. I came in here to
process my emotions and vent. My cursing isn't indicative of being an
emotional wreck, its how I communicate. Ronnie with the mouth of a sailor.
You have no idea how I cope and what my personality is. Yes I am emotional,
but not a wreck. Standard emotional. And under Starfleet Regulations Lambda
33.7, a non command staff officer who goes to voluntary counseling and is
placed off duty, and feels that the decision is wrong or done without a
full picture or made with a biased lense, they can appeal to another
counselor, who can then confirm or override that decision. And right now I
think you are being biased and not understanding who I am. Therefore you
can remove me, but I will appeal. So suspend me if you want, or actually
listen. I'm upset, yes, I'm cursing, yes, is it because I am a wreck, or
ist because that is how I cope? And the question is, do you actually have
enough data to make that determination."

She sighed, as her voice softened, "I feel for you, I really do. But I have
to correct what Vespers did wrong and that is to be professional, and do my
job even the parts that are painful and ugly. In my professional opinion
you need to take at least the next 24 hours for yourself. Take time to be
with family and friends, those you know well, support you, and start to
heal. give yourself that time." Victoria felt there was more behind the
pain Winters was feeling. "But I don't feel removing you from the duty list
will help anything either. So let's make a deal. Promise me in 24 hours you
will come back for re-evaluation and In that time you will find some time
to work through things, and we will keep you on active duty."

Ronnie nodded and got up.

"I give you permission to talk to Ensign Roberts if that helps in your
assessment. Now if you'll excuse me, I think that its for the best if I
leave now."

Ronnie then turned and left. "Sorry again for my language," She said as she
left the office and made her way towards her quarters.
