Alpha Quadrant species named the Lukari. They are independent, and a recent
culture to the Cosmos, they're allies but not a Federation member world. Last I
heard we did have a treaty with them to develop some of their protomatter
technologies, mostly counters for protomatter weapons and propulsion
applications. They had thought of adding some of those breakthroughs to the
Exeter class starship, but elected not to. Knowledge of those types of
technologies aided in the Tzenkethi conflict because, unlike the Federation,
they had no qualms about using protomatter. In fact they had a bomb that when
released from orbit could take out all life on a planetoid. I think they get
around the legality because it's technically a Lukari project. As for the
legality of the rest of them, make sure you confer with Lieutenant Dogan as to
the legality of any of the other materials. Our first duty is the people on
board. We've been ordered to retrieve the data, and the implied task is to make
sure none of those experiments get into nefarious hands. We'll destroy the
station after we've evacuated the people if need be=^=</span></p>
